<description><![CDATA[FRANKFURT -- General Motors Co. will move production of the Opel/Vauxhall Zafira minivan to Ruesselsheim in Germany from its Bochum factory. Ruesselsheim and Vauxhall's plant in Ellesmere Port, England, had been in the running to gain Zafira production after the 50-year-old Bochum plant in Germany's Ruhr region closes at the end of next year. "This will make Ruesselsheim the site to exclusively build the two largest and most work-intensive Opel model classes -- the Opel flagship Insignia in all its versions and the Zafira Tourer," Opel said today in a statement . On Monday, Automobilwoche , a sister publication of Automotive News Europe , reported that Ruesselsheim or Ellesmere Port were being considered for Zafira production "There are several alternatives to Bochum, and Ruesselsheim and Ellesmere Port are on the short list," an Opel supervistory board member, who did not want to be identified, told Automobilwoche . Ellesmere Port, which builds the Astra compact car, is the best solution financially, but Ruesselsheim, which builds the Astra and the mid-sized Insignia, had a great deal going for it politically, the board member said. The official said detailed studies have been drafted on the factories under consideration, also including the Opel plant in Gliwice, Poland. "Economic aspects mainly work to Ellesmere Port's advantage. But I personally believe that we must keep the Zafira Tourer in Germany because anything else would be difficult to arrange," the board member said. Bochum is the only plant building the Zafira Tourer. Production will cease at the end of 2014, two years before the end of the model's life-cycle, after Bochum's workers voted against measures that would have extended production until the beginning of 2016. The closure will reduce Opel's excess capacity as Europe's car market continues to decline. It is part of GM's strategy to achieve profitability in Europe by 2015. Sales of Zafira minivans in Europe fell 14.6 percent to 10,205 in March, according to data from market researcher JATO Dynamics. <description><![CDATA[FRANKFURT (Bloomberg) -- General Motors Co.'s Opel unit solidified plans to close its car plant in Bochum, Germany, at the end of 2014 after workers rejected a wage freeze. It is the first shutdown of an auto factory in the country since World War II. The Opel supervisory board approved managers' decision on halting vehicle production at the site, the Ruesselsheim-based division said today in a statement. GM's European operations, which also include Opel's UK sister brand Vauxhall, have accumulated $18 billion in losses since 1999. GM has vowed to break even in Europe by 2015, including plans outlined on April 10 to invest 4 billion euros ($5.2 billion) mainly to bring out 23 new models and 13 engines in three years. The company is attempting a turnaround amid a European market that's shrinking for a sixth consecutive year. Combined Opel and Vauxhall first-quarter sales in the region declined 8 percent to 208,994 vehicles, according industry association ACEA. European industrywide deliveries fell 10 percent. Workers at Bochum voted in March against forgoing pay raises in exchange for maintaining production until the end of 2016 of the Zafira minivan at the site. GM tied the agreement to a plan to expand a logistics center at Bochum and replace carmaking there with parts production after 2016 that would have maintained 1,200 of the factory's more than 3,000 jobs. The employment-preservation plan is "off the table" after the concessions were rejected, Ulrich Weber, an Opel spokesman, said today by phone. The carmaker has no plans to wind down the Bochum logistics center, he said. Opel employees at its other four German plants agreed in March to wage freezes in return for GM's pledge to refrain from mass firings until the end of 2016. The carmaker hasn't indicated that it plans to shut any other plant besides Bochum. Union leaders in Bochum, a former coal mining town in the economically depressed Ruhr region of northwest Germany, believe colleagues at Opel's other three German plants were too willing to sacrifice Bochum in order to save their own factories. Betting GM would not take the unusual and costly step of shifting production and tooling of the Zafira prior to 2017, the Bochum works council led opposition against a compromise deal that would have kept the plant running through the end of the model's life cycle. "General Motors said they were willing at most to keep 1,200 people on board, but nothing was set in stone. It never made any concrete binding offer to the work force, so our entire staff would have had to hope they kept up their end of the bargain," Bochum works council head Rainer Einenkel, who also sits on the board of Opel, told Reuters. Ruesselsheim's gain? Wednesday's boardroom decision will likely mean that the historic home plant of Opel in Ruesselsheim will profit from Bochum's demise as company sources say it is set to build the Zafira during the last two years of the model's life cycle. "If a decision is taken to shift production of the Zafira to another German factory for 2015 and 2016, then I hope the work force would refuse out of solidarity to Bochum," Einenkel said. Sources at the company said no decision had yet been made on where the Zafira would be built during the two years.]]></description>

The roughly 6,000 employees at the plant near Zaragoza will not get a wage increase in 2013 and 2014 as part of a five- year collective bargaining agreement, said Pilar Guridi, a spokeswoman for GM's Spanish division. The agreement should help the Zaragoza plant be "part of the company's investment plans and allotment of new models," the carmaker said in a statement on Tuesday. GM's European operations, which consist primarily of Ruesselsheim, Germany-based Opel and its British sister brand Vauxhall, have accumulated losses of $18 billion since 1999. GM, which plans to shut a factory in Bochum, Germany to save costs, aims break even in Europe by 2015. Salaries at the Spanish plant, which makes the Corsa subcompact and Meriva minivan, could rise as much as 1.5 percent starting in 2015 and will be reviewed in 2016 and 2017 based on potential profit at GM in Europe, Guridi said. Almost 65 percent of workers participating in a ballot voted in favor of the agreement, she said. About 67 percent of the plant's staff participated in the ballot. As labor costs fall and Prime Minister Mariano Rajoy's legislation makes it easier for companies to cut wages and reorganize staff, carmakers including Ford Motor Co., Renault and PSA/Peugeot-Citroen are boosting production in Spain. The government is also offering incentives for drivers willing to part with with their old vehicles after car sales in the country dropped 13 percent last year.]]></description>
